Kurdistan Region says Baghdad owes billions of dollars

Under the law, Iraq's central government is supposed to give the Kurdistan Region its share of national governance and sovereign expenses. But the Kurdistan Region's Finance Ministry says unpaid expenses by the central government between 2005 and 2012 amount to around $19bn.
